VIDEO EDITOR: Shift + dragging clips should lock them to their time position in the timeline

Currently, there is no way to drag a clip or multiple clips to another channel, while keeping their timing locked. This could cause elements to get out of sync when moving between channels. Like other NLEs, shift + dragging clips should lock them to their time position in the timeline.
