VIDEO EDITOR: Ability to change export settings

Currently, there is no way to change export settings. I think a good start is at least adding Avg Bitrate in kbps. Not being able to determine the kbps quality level is a real blocker here. Eventually, resolution and frame rate should be added (for converting to other resolutions/frame rates on export and potentially saving render time when the full resolution size isn’t needed).
